The Penang Chess League 2012 is a team-event chess tournament organised
by the Penang Chess Association (PCA). The tournament format is a
7-round Swiss System played under the Laws of Chess of the World Chess
Federation (FIDE) and the following supplementary rules.
Team Composition
The tournament is open to teams from these four broad categories: Public
Sector (government and quasi-government departments), Factories,
Institutions of Learning (schools, colleges & universities) and
Others (companies, firms, registered societies/ clubs). Each team shall
represent an organization in any of the above categories and only their
bona fide employees, members or students can be registered in the team.
However, each team is allowed to include one guest player.
Each team shall comprise a minimum of four and a maximum of five
players, with any four players to play in every round. Each team shall
appoint a team captain.
Restriction: The average players rating (MCF Chess Rating) during play should be less than 2100.
Note: The MCF Chess Rating is approximately 250 points below FIDE elo
rating. Player is allowed to register using MCF rating or FIDE rating
minus 250 points whichever is lower.
Maximum No. of Entries is 50-team due to space constraint. The closing date for entries is 5th Dec 2012 or when the number of teams hit 50. Acceptance
of entries is at the sole discretion of the Organising Committee.
Entries received after the closing date may still be accepted but a late
fee of RM100.00 shall be imposed.

Tournament Regulations
· This is an individual tournament, open to all players.
· There
are two groups of play: Open category for all players, and Challenger
category for players rated below 2000 (FIDE ratings) or national rating
1750 and below.
· FIDE (International Chess Federation) rules and regulations shall apply. Results will be sent for FIDE rating calculations.· Both
groups will be played using the Swiss System, with 9 rounds for Open
and Challenger. For the pairings, a Swiss Manager program will be used.
· The matches shall be conducted according to the schedule attached.
· Each player is accorded with a time control of 90 minutes plus 30 seconds per move.
· Five
minutes before the games start, the Chief Arbiter shall make the
announcement accordingly. If any player is not present within an hour
after the game is started, he shall lose by default.
· FIDE regulations apply for mobile phones, which must be switched off during playing times. Penalty is automatic loss of game.
· Officials and players should be smartly attired at all times while in the playing hall.
